Plastered over wet wall

I am having my bathroom renovated. When the old shower was removed it was revealed it had been leaking and the floor was soaking wet. A small section of the wall next to the floor was also wet.

Despite this it was plastered. The plaster dried very quickly apart from an area next to the wet floor.



The painter then came and didn’t paint quite to the floor but did paint over some wet plaster.



Since then (10 days) a dehumidifier has been in the room and the floor and walls have largely dried out however this is what the wall looks like.



can this be fixed by sanding, painting etc or if the wall was wet when plastered will the plaster need to be removed?

Wet plaster can sometime get salts on surface pulled through with moisture.
Any rough bits can be sanded or filler and sanding
 
Plaster is usually finished above the floor level, to avoid these issues; skirting boards cover the gaps.
Being next to the shower, there will likely be some water on the floor - the hygroscopic plaster will always want to soak it up.
I think I would cut a slither of the plaster out at floor level with a multi tool.
