plastering over lining paper

Can you do it, Its not my house someone wants me to do a job but wont strip it so i said i will do it if it can be done?

no, the lining paper needs to be removed and the walls pva glued.

As it's been 13 months since, he's probably wall papered, emulsioned, possibly Artexed & may even have sold the house by now; what’s the point in dragging this up again!
