Plastic covers blocking soffit ventilation in loft

Hi all. In my 1990's house I have just moved into I notice there is some damp patches appearing on the ceiling of the bedroom where the outside wall meets the roof. There is also often condensation on the windows in the morning. I just went up into the loft and noticed there appears to be plastic covers blocking the access to the soffits! Does anybody know what they are for and if I should remove them? I checked them and they fold back under the insulation so really don't let the air through. Thanks Adam
