they are to stop the unit from sitting on the actual frame, because if the unit is allowed to sit on the inside of the frame the unit will be surrounded by water which gets in via gaskets ect and if this happens the unit is more likely to fail eg mist up.

the above post was for fixed windows, if you have a opening window you have to pack the sides i think on the lock/handle side, this stops the opening window dropping on the lock/handle side resulting in badly opening and closing of the window
