Plumbing installation in annexe - loft space or under floor?

What is the best way to run the plumbing in the new annexe?

The options are :

1) copper pipes under floor, buried in/under the concrete screed which has not been poured in yet.

2) everything in the loft, coming down the walls into the bathroom, kitchen, radiators.

3) Another option I was thinking is everything buried under the screed, but using flexible tubing inside larger diameter conduits so that in the event of a leak you could pull the damaged sections out and replace.

I do not like (1) because there is no possibility of repair if a leak.

I do not like (2) because someone will inadvertently hammer a nail into the wrong place in the wall and cause damage. Unless we somehow case and armour the vertical pipes from the loft?

How would you make it?

1) should be doable if a single unsoldered length of copper pipe can be used
