Pneumatic dual flush won't half-flush

I have a pneumatic dual flush mechanism (Mark Vitow) that won't give a half flush. Despite adjusting it every way I can it empties the cistern whatever I do.

Is there a trick to it? Is it faulty? Or is it just crap!?

Does it matter ? dual flush Wc's , I remember when the dual flush syphons started to be fitted in WC's , with the tacky label that was supposed to be fitted to the wc explaining to the user on how to flush a toilet !!!! always converted them to full flush !

It saves a lot of water over the course of a year. You don't need to dump 6 litres of water down the pan with every number one!
