POOR HEAT AT RADS

Advise please....

My mate has an old BAXI FIRE/BBU and over the last couple of months the downstairs rads werent heating too good.

Went had a look and thought symptoms of a sludged up system, anyway added sludge remover and returned 4 weeks later and drained, when I drained the water was very clear, no indication at all of a problem, also removed the worst heated rad and flushed this out and again clear water. i checked the pump and it was replaced last year and appears ok, moving very good etc. still same problem and I tried balancing the system and still no joy, upsatairs heat up ok and downstairs only ok if I shut off all upstairs rads but never both and none really piping hot...

Did notice close to the pump there appears to be a pipe stat, could this be the problem ? the bbu seems to cycle on/off quite a bit so wasnt sure if this was causing the problem but didnt think so as the hot water is fine..

The junction box is one of those old honeywell boxes with the piggybank etc on it and was wondering if this could be part of the problem too. are these just junction boxes or do the have any other control ???... Really stuck on this one , all stats etc are on full and appear to be ok, pump ok , no passing valves and if its a blockage no signs of dirty water anywhere ???

THE JUNCTION BOX IS A DANFOSS BEM4000 !!!

Dont know anything about thse but appears to be some kind of circuit board ??????????? could this be causing my problems ??
