Potterton Kingfisher not firing

I have just moved into a flat which has got a Potterton Kingfisher 2 RS 50 boiler. The boiler's pilot is on but does not fire up despite the programmer being on constant which
means that there is no hot water or heating.

i doubt if it is a problem with the boiler more likely to be a stuck motorised valve !!

Where would it stick to prevent both heating and hot water?

Is the boiler getting a switch live? If it is could be a gas valve problem.
