Potterton Promax 242 HE Plus, Fails in cold weather

The boiler is installed in the garage on a north facing wall and for the second winter running is failing to fire up when the temp. drops below zero at night and then stays close to zero during the day. My answer now is to put an oil filled electric heater under the boiler to get it working again. This is a really stupid solution so I am looking for ideas to provide a permanent solution.
The web is full of people complaining about this boiler I know, but there has to be some kind of fix available? Most peoples solution seems to be to throw the boiler away as it has so many issues but I would like to rise to the challenge in a more eco way! It is ironic that this boiler that is so highly rated for it's efficiency turns out to be such an eco disaster.
