Potterton statesman utility boiler

My boiler is making unusual noises, has a really strong smell of oil and is just about making the radiators warm. I have moved the front cover and there is vibration inside. can anyone help with what might be wrong with it and how i could fix it please! its also -1.5 degrees outside!
