Preparing a wall for plastering

Hi All,

How do I prepare a wall for plastering?

The wall originally had a coat of undercoat/topcoat and wallpaper.

I have removed the wall paper and left the paint on. Is it best to just clean the call with sugar water, apply two coats of PVA and then apply my Thistle Multi-finish?

Or should I strip off the paint before continuing?
