preparing walls

I've just removed woodchip paper from my walls only to find gloss paint underneath. Lots of it has pulled away so I'm left with bare (grey) plaster with hundreds of patches. I want to paint the walls with emulsion but not sure how to proceed. Should I:
1. put up lining paper to cover surface
2. try to remove paint patches with a scraper. Will take ages.
3. Use some sort of paint remover. I don't like Nitromors because it's a carcinogen.
What would a professional decorator do? Many thanks.
