Prepping walls for wallpapering

We live in a 1950's former housing association house.
God knows what the previous owner did but the walls were a mess after removing 20 year old wallpaper

Would have loved to have had the walls skimmed but money is tight.

An old fireplace has been blocked up, walls have been filled and sanded and cleaned.

We want to put embossed wallpaper up to cover the imperfections but also suffer from condensation even with dehumidifiers going in the winter and upstairs over the years the wallpaper comes away around the windows.

It is quite a damp and cold house with the weather battering the front of the room we are decorating.

Now the walls are the best I can get them what steps would you recommend?

Been looking at zinsser that will hopefully help first but confused as which to use.
