Pressure reducing valve for under sink heater

What pressure should a prv be set at for a 10 litre under sink heater is it usually 3 or 3.5 bar?

Exactly!

Not that you'd notice any difference between 3 and 3.5.
Lower is better from a few points of view,
Don't forget to use a pressure vessel as the PRV will probably prevent any backflow.
And you need a pressure relief valve connected to correct discharge pipework.
Some people will tell you a pipe can "absorb" some expansion. Popular view, but rubbish. They are all wrong, they've misunderstood the instructions.
