PRVs are not intended to control static pressure, but they are usually effective (although occasionally noisy) down to very low flow rates.
i imagine its the same kind of whining noise ud get from turning a stop tap down ? if thats the case and it doesnt effect static pressure surely its doing the same job as just turning a stop tap down?
