The pipe leading outside of our house is spitting a little bit of water when the central heating is switched on.

We have low pressure too even after filling the system to 1 bar it drops down to 0.5 when the heating is off. When the heating is on the bar is at around 1.5/2 which is normal.

Is the low pressure when the boiler is off related to the leaking PVR?

Sounds like your PRV is sticking slightly open.

Read post no 10 in the FAQs. You may be able to get it to close or if not you will have to replace. :(
