Pressure variation in domestic water supply

When I use my shower, unless mistaken, I seem to notice that sometimes the pressure is greater than at other times. Is it the norm that water pressure varies quite considerably under normal circumstances?

If so, I wonder if this is why the ballcock in the toilet started to vibrate a few months ago.

Can you install pressure regulators to stop pressure rising above a certain value?

You can install PRVs pressure reducing valves, these would be installed at the incoming supply after the main internal stop tap.
Is it the water pressure or is it the flow rate that is causing the problem?

As to the shower, there is no real major problem, it's just that I have to turn the control back if the pressure is high.

As to the toilet cistern, I think the answer may be to get a better quality float valve, that can cope with low and high pressures. I've been recommended Fluidmaster 400UK073, PRO400 or PRO45B.
