Problem balancing a towel radiator

I have a problem balancing a towel radiator in our system in that I can't seem to get any temperature drop across the flow and return.

It has a valve on each side but no matter what adjustment I make, I seem to only ever get the rad to be either completely off or scorching.

Any advice?
