i Have just installed a towel radiator,

feed is at top and flow return is at bottom.

top is geting nice and hot, and cold at bottom any ideas??

the top feed comes straight from ceiling, and the flow return comes from ceiling and enters the bottom of the rad.

i have bleed the radiator, and tried balancing, ie shutting off all rads but this one.

any ideas

probably because the flow and return to the towel rad are not pumped

Not at all,

Its a low height ceiling, understairs. the radiator only just fits. the pipes had to come from ceiling so with restricted room it was easier to run flow at top and return down the inside wall and to the bottom. you don't actually see more than 4" of pipe either end

have you checked to see if it can be plumbed like that ?
some vertical towel rads can only be plumbed certain ways or they don't work.

to be honest No.

just presumed it would be ok. it must be circulating for it to be getting hot right?

bit of guess work here, if you have connected the flow and return and both valves are open, the pump will push the water through the rad,

As you have closed all the other rads, there should be flow through the rad, or you have blocked one of the valves with ptfe tape or its not pumped,
