Problem with Mixer tap - Cold won't turn on...

I've got a problem with the Mixer tap in our downstairs toilet.

Basically the cold tap won't turn on. You can turn it maybe a quarter of a turn but that's all. No water comes out. It's as if it's seized up or something inside the tape has failed.

The warm tap is fine although the same mixer taps are in use in all of our bathrooms and on the other ones the warm taps are going the same way.

Can anyone suggest what might be wrong with the cold tap? Unfortunately there aren't any isolation valves on the taps so I will have to turn off the mains water to work on these.

More likely the jumper is seizing up.
You need to strip the head down so yes isolate the water supply.
 
If they are just getting stiff useally a strip down/clean and re- silicone grease and re-fit.

Am I right in saying that to strip it down you start by taking the cap off the tap and then unscrewing the bit beneath this to dismantle the tap?
 
Yes remove the chrome top, unscrew, then remove the centre screw and the handle will pull off, then remove the tap insert.
