Problem with tap (stiff)

Hi ,had a new tap around 3 weeks ago , worked great until a few days ago. It was very stiff to operate (up/down/left/right).....so I losened the brass nut , removed the cartridge and it operated very smooth and quiet.
I replaced the cartridge and I have noticed if I tighten the brass nut the tap goes stiff , if I leave it finger tight.....it operates smoothly.... problem I have is ,if I finger tighten it , I'm getting water dripping from under the sink every 10-15 seconds.....if I tighten up the brass nut the leak stops , but then I'm left with a really stiff tap.

Any idea's ?
