Problem with wall near window, how to fix it?

Got this in the corner of my flat How do I sort it? Is it damp? The stain in the corner was from water coming through flat roof two years ago and the roof was repaired but the stuff on window has been greeting worse over the last yr.

Effervescence , the salts in the brick work are leeching thru, quite common where there has been a leak .
Sand back and make good, may still be active if there is still damp getting into wall .
 
Perhaps the flat roof was not repaired very well, get up & check it.

Will get up there. It's near the downpipe which previously had leaves in it.
When u say put sand back in it, do u mean the pointing in brick work ?
 
Sanding paper to rub down the wall and remove any salts .I would guess the hopper at roof level is still blocking or blocked causing rain water to overflow down brickwork around window .

Sand the mortar on the outside?

I'll check the hoppers out. Was going to put some leaf blockers inside the hoppers then try and empty them of leaves regularly.. Most of the downpipes on the building go right onto the ground so I guess into soakaways, I wonder if they're blocked as well. This a picture of the other ones

No, sand internal wall , leave to dry for a month before redecorating .(Assuming no further leaks).
 
Here are some of the photos of bricks which the roofers suggested geeting sorted. I wonder if they've been causing the bit near window
