Programmer 23.5 degrees

Hello guys

I have a Potterton conventional boiler. The programmer is reading 23.5 degrees and radiators are very hot. But the room thermostat is on Zero and I think a normal/acceptable room temperature should be about 20 degrees. It is safe to assume the room stat is faulty ?

What is this "programmer" that shows a temperature?

Is there a hot-water cylinder? How hot is the tapwater?
