The trouble is so many people blame the police.
Most of them do their best to catch these criminals then get bogged down in filling in every form under the sun, to try and make sure they have every i dotted and t crossed, only to find some jumped up little magistrates bench hand out these punitive punishments or dismiss the case because some other jumped up 'lawyer' says his clients rights have been infringed because the helicopter filmed him without his permission!
If you were a decorator and did a first class job every time but the response was, "Oh, that looks alright." Wouldn't you get disheartened?
