I own an end of terrace house on a council estate.

The land to the side is council owned. I maintain the land and have done since 2005

To create more space in my house; I want to build a boiler / storage cupboard attached to the side of my house.
It will house boiler/ cylinder and any other bits and bobs we have accumulated including bins

I have a great carpenter who will erect a tastful good looking structure fit for purpose that will not sit on the floor but maybe 2 feet off ground level.
It will not obstruct anything or any one (it's all front garden).

Will I need permission?
 
A boiler and cylinder, in a timber shed on the outside of a house on a council estate? What could go wrong.

You'll need planning permission and permission from the specific council department that manages the land.

There are plenty of outhouses with boilers and cylinders out there.

As long as the structure has High Temperature Plasterboard (or similar)
is water tight and the boiler / Cylinder has frost protection controls and insulation then I can't see a problem.

Australia has cylinders fitted outside in gardens with no protection from the eliments. Boilers that have just a purpose made boiler cover over the top sit on outside walls.
