Quarry Tiles on Damp Flooring

Hi

I have a problem where the dpm in our kitchen has failed in places, which has caused the vinyl sheet flooring to bubble and tear at the welded seams. Instead of going through the disruption of breaking the original flooring up and laying a new dpm, would it be possible to lay quarry tiles on the exposed screed. I would hope that the damp would evaporate through the tiles.

I have seen people paint the exposed concrete with Synthaprufe, and lay the flooring on that. But it sounds as if your concrete slab is wet so this will creep up the walls.

Why is it wet?

Could it be a leaking pipe?

How old is the house?
