Radiator Not Heating Up

Just had some new rads fitted by a plumber.. All of them work except one which is either cool or lukewarm

After bleeding and balancing, my plumber seems clueless

He says that he'll take another stab at it this weekend

Am I right in saying the plumber will need to fully drain the system, top up, remove any air and hopefully this should resolve the issue?
 
Air can be removed without draining. If it’s one radiator sounds like balancing. I would be turning off all rads except that one and see if it heats if it does then balancing issue.
 
Is the boiler able to cope with the new rads. If all the other rads are turned off, does this one heat up. It could be that the pumps getting tired, and cab't cope with the extra flow required.

Was the plumber clueless before he did the job, and has be balanced them properly. are there any cold spots at the top or the bottom of the rads.
