Check the pipes up to the valve when heating is on and the radiator.

If the rad bottom half is hot its air vent it useral stuff

If the TRV which is in your picture was in the off spot it could of stuck using a light handle of a spanner or something or the head of the TRV bash the spindle gently see if it moves up and down freely if so that valve is correct as far as you can test without draining down.

Check the other side there should be a valve with a top and screw or no screw remove this and turn the control a few turns either way it may of become blocked and then leave somewhere in the middle and see if the rad heats up.

It should do at this point if it dont then the pipework is blocked or the valves jammed, and may need a engineer visit.

if the rad heats up turn the one with the cap and screw off then 1 1/2 turns to the on to reset its balance and enjoy the heating.
