towel radiator not working

Hello,
I've read most of the posts on radiators not working and can't seem to find the answer i need.
I have a towel radiator that isn't working, it previously did, neither pipes are hot and no water, or air comes out when I tried to bleed it.
This radiator has no TRVs connected to it, as to the plumber's instructions who fitted the central heating system 4 years ago.
We have recently had a new radiator fitted in another part of the house, but the towel radiator still worked after that was installed.

Any thoughts would be appreciated.

If the towel rail is upstairs is there water in the expansion tank.?
Is the cold feed from the tank blocked?

1. I've never touched the valves, so I presume they're open.
2. How do I check if the air vent is blocked?

I don't think there's an expansion tank fitted.

if you place a towel below the bleed valve then shut both valves on the rad you can unscrew the bleed vent.
then open one of the valves water should come out of the rad.
then you'll know the bleed nipple is blocked.
