I'm shortly due to replace a couple of radiators.

When it comes to the blanking plug and bleed valve, which are a standard 1/2" thread I believe, with a rubber O-ring, how tight do these need to be? Should I fully tighten them i.e. until they stop rotating and hence fully compress the O-ring, or tighten them just enough so they don't leak?

Does it matter which end the bleed valve is fitted?
 
As tight by hand as you can get it then 1/2 > 3/4 turn with adjustable to seat the seal, you get a feel for it.
 
Doesn't matter which end the bleed valve is fitted. Few wraps of PTFE on its thread ,and tighten up until O ring is compressed
 
Tighten them up tight and squash the o ring.

It doesn't matter where the bleed pipe is installed
