Radiator Valve Needs Opened

My living radiator seems to have a lot of heat at the top but the further down you go it gets colder but only at the right hand side. The pipe going to the right hand side is not as warm as the one going to the left. I have taken a video. As you can see, I can easily touch the right hand side when the heating is on full blast but when I touch the left it is very warm. I have tried bleeding it but the only thing that comes out is constant water, no air. Is this just the case of opening the valve on the right hand side? And if so how do I do it as there is no cap or anything to turn it. Thanks in advance.

 
The right valve is a thermostatic valve ,but the actuator ( head ) is not fitted .there Is a pin In the middle ,that you should be able to move up and down ,but only a couple of mm. See if it is moving freely by pushing downward ,use a piece of wood or similar. It should pop up again. When up its fully open.
 
joec1985 both of the radiator valves show traces of previous water leaking,this can be caused by corrosive/sludgy water content and there is a very good possibility your radiator is sludged up.

any other radiators showing similar faults ? Could be a blocked radiator or poorly installed system,not balanced and a few more :!:
