Radiator valve replacing and slow toilet fill, gas boiler access required?

Hi. I supervise a site where the radiator valve has snapped off and the toilet is slow refilling. A plumber/ engineer has been booked, but just thought, would they need access to the gas boiler? (It's in a room where it's not easily accessible...I know I know)

Any help gratefully appreciated,

What is, the boiler or the toilet and rad as well? Do you mean the rad valve has snapped the pipe (so water gushing everywhere)? Impossible to comment without more detail.

Sorry, the radiator with the broken valve (just the bit for turning up or down the heat has snapped off, otherwise ok) is in the kitchen. The gas boiler is in a bedroom.

If you want the valve replaced the plumber needs to drain the system, but no obvious reason he'd want boiler access. Slow toilet refill could be due to a number of things

All he did was unscrew something and fit a new one. The toilet seemed fixed but now won't stop refilling.
