my radiators dont start giving off heat untill my programmer/timer/thermostat or what ever its called. is turned up to about 25. is this normal or should they heat up before 25

its called your thermostat
You have probably got it in the wrong place.
If it switches the radiators on & they cycle, dont woory about it.
Oh has it always been like this????

what temperature is the area near the thermostat, is it near a heat source?

yeah its just a new house iv moved in to so its been like this since i got hear. its on the wall at the bottem of my stair case and the otherside of that wall is a radiator. I just dont think the house heats up enough and sometimes there is not enough hot water in the storage tank to fill a bath. thats with the heating being up at 30 for over an hour.

having a radiator directly opposite the thermostat isn't a good idea as the heat from it will will trip the thermostat before the rest of the house has reached its temperature. Try re-locating the thermostat away from a direct heat source

Sounds like a typical case of project-piece-work quality. Chances are that your system is more or less legal but with every corner cut that is allowed.
Probably budget boiler, discount controls and that sort of thing. Presumably it is not under warranty anymore. Get a local chap who has a reputation of quality work to check it out and advise you.

Do you mean a brand new built house, or new to you?

If the first, then everything is warranted in it for 2 years by the builders.

Turning the t/stat up will not give you more hot water, its the opposite.
If you turn the heating off all the hot water from the boiler will go to making the hot water tank hotter.

You system can work with the t/stat situated where it is except that you may need to have it set to 25 when the rest of us have ours set to 20. You can always try turning that radiatior in the hall down.
But has been said, it would be best to move the t/stat.
