Because heat rises.
It depends on the delta between top and bottom and how long it's been on for.
This is happening even after the heating system has been on for a while. I'm not entirely clear if you are saying uneven temperature distribution is normal or not? I was under the impression it wasn't normal, but I'm happy to be corrected. Thanks
 
I thought all parts of a radiator should be the same temperature.

If your heating system, is working flat out, and there is unrestricted flow, through the radiator, then the bottom may get to a similar temperature. However, properly balanced, or once to temperature, they will get hotter at the top.

Having said that, completely cold at the bottom, might mean there is no flow at the bottom, which would suggest it is choked up with debris.
