I am having a new conservatory built, with glass self cleaning roof, & the glass in the windows is heat reflective & also cold resistant. The reason for replacement is that we cannot use it in Winter because its damp & cold. The house radiators all have thermostats on them. Can I legally put a radiator in the new conservatory?[/b]

No

Your conservatory would need to comply with building regulations for energy efficiency to be able to put a radiator in there, and it won't because no conservatory will. It must have a completely separate heat source.
