RADIATORS NOT AS WARM AT THE BOTTOM

With the weather as cold as it is now we don't seem to be able to get the house comfortably warm. We have cavity wall insulation, 9" loft insulation, double glazing. I have the boiler up to maximum, yet with the heating on the valves on the radiators open fully the rads don't seem particularly hot. I have gone round to each one starting at the one nearest the boiler and bleed them, although there wasn't any air in any of them, but it has made no difference. I am reluctant to call out an engineer as i'm on a pension and struggling like hell to pay my fuel bills as it is. I am not winging as I know there are millions of people struggling this year, but I would be grateful for any advise.

try giving it a proper balance , you'll be surprised the difference this can make. its in bahco's link. pop the boiler stat up a bit too, it could be just too low to maintian heat in the house.
