Rads not working

Hi , first post here.

I have changed two radiators in a three story house. The top floor no longer heats up.

It's a sealed system with the boiler on the ground floor the vented cylinder on the first floor and the expansion vessel and loop in the loft conversion.

I filled the system bleeding rads from bottom upwards.
All the rads are full and so is the primary flow to the cylinder. The pump is situated next to the cylinder and can't be bled as it's one of the new modulating type.

I have tried shutting off the floors that work (not by the lock shield) to force the flow to the top floor but this doesn't seem to work.

I have also tried turning the circulating pump up and Down in speed a few times but with no change.

I've searched for a manual air vent but there doesn't seem to be any.

I have not unbalanced any of the rads, as the ones I replaced are just towel radiators.

The system was clean as it had a British gas powerflush in 2012.

How do I get the upstairs floor working? I'm scratching my head big time.
