Rain penetrating through breeze block garage walls

Our garage is single breeze block and there is a small gap inbetween us and the neighbours garage so when we have a few days of persistent rain sometimes we have the water soaking through the breeze blocks in odd patches. Unfortunately do not speak to neighbours so I cannot put something up to stop the rain going down inbetween the garages. The water is not running in but you can see the odd patch of wetness on the blocks. I was wondering would an exterior paint be any good to provide weather proofing to the exterior sides of the blocks. Would like to kept the colour grey on the side to keep in line with the look of the garage. Or would felt paint for the roof be any better or would that damage the blocks or cement inbetween them more than if I did nothing. Any advise would be appreciated.

Better seal the inside, sealing the outer would trap the moisture and the only way out would be into the garage.
