Raising height of wall so the wall is level-planning needed?

I have a very long wall that starts off at around 4m and decreases in steps to 2.8m to accomodate our new extension we need to raise the 2,m part of the wall. As the first part of the wall is 4m already do we need planning permission to level it all? The "neighbour" he otherside is a car park of a restaurant so if anything I think they'd be glad we were prucing up the rather tired wall! The owner has no objections to us raising the wall. Can anyone advise? thanks

As you need planning permission make sure when you submit your application that you include a letter of support from your neighbour.

Also please make sure when built it is structurally sound and not liable to topple over as a 4 metre high wall can do some serious damage! Get some calculations undertaken by a suitably qualified structural engineer.

Party Wall etc Act may well also be relevant here.
