Random damp patches on wall

The wall on the outside is very good with good mortar. What I now can't understand after putting the insulation wallpaper up is a very cold corner with actual water sitting just in the join. I have dehumidifiers and this isn't the chimney breast (possible salts etc) so why would it be attracting cold and damp ? Other walls coated with this paper are much much better.
