Ravenheat CSI 120 - Refilling

My boiler has cut out since we turned the power off to remove a radiator (although the radiator didn't actually come off). On turning the system back on we got an error 28 although the pressure is still ~1.2bar.Can anyone give me some advice on fixing it or will I definately need to get an engineer out?
