Re-plaster needed?

Hi,
Refreshing the bathroom in our 1930s detached, removed the tiles and the walls are not in a great shape. Largish cracks in the plaster in exterior wall, ceiling and corner gap.
Do you think I need to take it all off to expose the brick, then board and plaster? or can I get away with filing? If so, what would you recommend using?
I had planned on painting the top half of wall and tiling the bottom half which isn't plaster but these concrete(?) blocks.

looks like good ole cement. depends whether it’s blown or not?
 
Thanks guys, what would you recommend to skim with? Would you also use a mesh? Some of the cracks are pretty deep 40mm+
