Red Paint on Concrete Floor....

Hi All,

I intend to tile on a concrete bathroom floor. The floor currently has what appears to be red paint on it.

Problem is, when I spilt some water on it earlier, it "dissolved" and I got a red solution all over my knees.

Is this a concern? Never known floor paint to just dissolve with water on it. Should I PVA or screed over it first?
