Redecorating base for wrought iron railings

I’m repainting the wrought iron railings out the front of my flat in a Georgian terrace

I’m fine with the railings but the base that the railings sit in is cracked and needs filling. There’s one big crack and lots of small ones.

Should I use a masonry filler or concrete? Or could I get away with brushing away tge loose bits and sanding it and painting it?

Nobody has got round to answer this yet and I'm not in any way an expert but wanted to respond. The first thing I would ask is if the railings are for secure purpose? Are they stopping someone falling down into a basement or something? Not knowing the extent of the crack nor what the 'base' is made of makes it is pretty hard to say either way. I've tried to repair patch concrete using concrete myself and the repairs don't last.
