Redecorating

hi, came across this whilst redecorating...

It's like rubble with a few dry sticks mixed in, any ideas? should i be worried/careful?

hard to tell from the picture, but just looks like dodgy plastering to me.. perhaps some previous owner nocked a hole in the wall by accident and filled it with anything they could. just clean it out and re plaster, i can't see it being a problem if that is all it is.
