Refitting a toilet

Not sure this is in the right forum category but cant see one for bathrooms.

I have a downstairs small toilet room (cloakroom), basically toilet and corner sink. The toilet screws have become rusted and broken so the toilet wobbles and is not secure to the floor.

Whats the best way to secure this? Drilling is going to be a task into the floor tiles, and the alignment will have the broken screws in the existing drilled holes.

Would silicone be an option around the base?
