Relaying Porcelain Slabs

We are planning to use this area behind our garage for a garden room.
The area where the entrance would be had been disturbed (either by the large tree, the house built behind us, or lack of sub base when installed) some of these slabs therefore lifts at the edge and became debonded.
I’ve lifted them and cleaned away the layer of mud. Obviously due to the sub base shift (can see the crack) if they go straight back down with some slurry they won’t sit flush will all the surrounding tiles.

I’m thinking to combat this I’ll deck over this section of slab just in front of the garage line (level with the first lifted slab) and back up to the garden room (about 1.5m) further back.

Any better ideas??
The garden room would sit on the porcelain further back as it is pretty sound.

No slurry on tile back?
Might not have bonded to sand and cement?
Put them down properly.

I used adjustable decking feet on wooden frame for my shed.
