Remodelling the house to create a flush frontal elevation

In this top picture of the front elevation, we are trying to remodel the front such that the front elevation is all flush from left to right and top to bottom. At present the middle part of the house (below the chimney) has a step forward (brick) from top to bottom by an amount of one brick's width (100mm) compared to the rest of the front.

As part of the remodel we want to get rid of this. One builder has suggested chipping away at that "step forward" whilst others have suggested external wall insulation (some parts of the house is solid wall so this might have an added bonus).

My question is whether you think we can use EWI to sufficiently make the front of the house flush AND have a same texture and flush smooth exterior across the front of the house.

 
Is it really flat roofed and with those windows ? If there was a pitch and the windows changed it wouldn't matter about coming forward 100mm .
