What formatting is the

button supposed to remove?

It will remove things like bold, size etc. You do need to select the text you want to remove the formatting from first though.

Just wondered, as it resolutely refuses to remove URL tags.

The right most button in the picture above shows a picture of a link with a small cross. This is the button to remove URL tags. Highlight the text (you can select more than just the link) and click the button and it should disappear.

Easier, as I'm finding more and more, for more and more reasons, to eschew the rich text editor in favour of BB Code.
