Removing a staircase wall.

Any advice appreciated on this one...we are about to buy a house (built in 1970) and it has what I would describe as a tunnel like staircase; straight up with a wall on each side. It is very dark and dingy so I think I might like to take one wall out downstairs to open it up. The right hand side wall is the back of the chimney breast so I think that the left hand side is probably not load bearing (don't know how to tell). Is this likely to be easy; do I need building regs? Are the stairs likely to need replacing (I would like to use the space underneath (currently sealed in and inaccessible) and could I do it myself (very inexperienced but not much money and the house needs lots of work. Thanks
